The Research On Planning Implementation Assessment Of Huaqiao International Business City

Accompany with economic transformation and upgrading from “Made in China” to “Created in China”,more and more productive service industry agglomeration area has rise and been build,which matters to our country’s economic extending in global value chain division system.However,the productive service industry agglomeration area’s development characteristics and patterns still need to be explored and summarized under the influence of the dual mechanism of market economy and policy orientation.Thus a planning implementation assessment is strongly needed to support this research.Taking Huaqiao International Business City as an example,its excellent transcript takes up high financial resources and consumes lots of land resources.The government still has doubts about whether it adopts the original development policy and construction model in its subsequent development,which may also be answered in the planning implementation assessment.This paper focus on Huaqiao International Business City which is a productive service industry agglomeration area in outer space of Shanghai Metropolitan Area.Combined with its “outsourcing” service industry features,a planning implementation assessment is made trying to put forward the relevant evaluation follow-up development policies and optimization suggestions for development models.Firstly,based on consistency and performance assessment,starting from the development mechanism of the business city,a comprehensive system assessment of progress goals,development path,space utilization support and government operation is made to support the corresponding conclusions and sub-items.Secondly,in the follow-up development policy and model optimization suggestions,the decentralized spatial structure model and land mixed layout model is proposed,which suits the “outsourcing” service industry features.Thirdly,three kinds of space control optimization schemes are generated including the optimization of land use mode,development intensity,and land use update.Lastly,this paper states the importance of adjusting investment policies for core industries,strengthening land intensive utilization policies,promoting land renewal policies and striving after linkage policies of “Huaqiao-Lujia” area.In general,this paper tries to make a certain reference significance for development policy formulation,research on development mechanism,development model optimization,and implementation evaluation of productive service industry agglomeration area.
