Dynamic Assessment On The Implementation Of General Land Use Planing

Land, the original of world creatures, makes all living activities possible. Due tothe nature of scarcity, sustainable utilization of land would be a must in order to meetthe needs of human society’s development. World-wide attention has been paid to therational use of land resources. Meanwhile, China has made the basic state policy thattreasuring and employing every inch of land, and protecting cultivated land, sincethe basic national condition is that China is a country with a large population butlimited land resources, and an uncoordinated distribution of population, water andland resources.General land use planning is important in guiding how to use the land resourcesappropriately for relieving the contradiction between people and the land, and forconstructing a harmonious human-earth relationship. But the key issue lies in theaction people take. Perfect planning without implementation means nothing. However,various factors affect the implementation of general land use planning. Therefore, fora sustainable and rational use of the land, it requires a dynamic monitoring system totrack change information of land use. Also, timely evaluations of such plan are neededto correct the following plan and its implementation. In china, new and higherstandards for land use, the general land use planning and its implementation arerequired since China has been produced relevant policies and regulations insuccession, and has set the lofty goals of building an environment-friendly society andconstructing an ecological civilization.Based on the situation of land use in China and relevant policies concerning landuse, this research tries to make a dynamic assessment on the implementation ofgeneral land use planning in DuilongDeqing Countyin Lasa. In order to achieve thepurpose of this research, the researcher mainly adopts spatial goodness model andeffective function model. Firstly, the spatial goodness model is used to assess thegoodness of fit of the implementation process and outcome in this plan from threedifferent levels: land use patches, functional zone and region. Then social effectiveness and impaction are assessed through the usage of effective functionmodel. Lastly, by referring to the implement environment of the plan inDuilongDeqing County, this research develops deeply analysis and discussion on theassessment result, and then proposed specific problems and strategies on solving theseproblems. In the end, this research looks for the research orientation of dynamicassessment for implementation of general land use planning.
