The Effectiveness Appraisal Research On Master Plan Of Changsha

The urban planning from establishement to the implementation is a process which more than one factors affectting together, is the result of seeking the balance between the conflicts of the urban plan's goal and the strategy. For making adjustment to the external and internal envionment changes, we should adjust the plan nimbly, and make it play instructing function for the urban development. For realizing the stable and continuing self-perfection and ajustment in today's rapid developing and changing city,we must strengthen the relation between the plan's implemention and adjustment, and make the urban planning goal and its strategy can instruct the implemention of the plan, by this way, the implementing effect also can be feedback promptly, and it can instrcut the adjustment and perfection of the plan goal and the implementating strategy. The establishment of the plan actual effect appraisal system is an important way for connecting the plan's implementation and adjustment.Through analyzing the connotation of the urban planning actual effect appraisal,the power coordination mechanism of urban development and the urban planning function nature,fully studing the inner link between the urban plan's development attribute and the actual effect appraisal.In order to establish the urban planning actual effect appraisal system, we will mainly analizing the public policy's attribution,learning the appraising model and the index system of the public policy's appraisal, unify the urban plan's own technical characteristic,and complexing the standpoints and viewpoints of the three main bodie,the first is the urban development power main bodies of the governments, the urban economy organizations, the residents,the second is the benefit coordination main body,and the third is the urban planner,and we will use the quality synthetic evaluation pattern and construct the system based on the Turle Philippines's method target .Meanwhile taking Changsha city's master plan (2003-2020) as the case to appraisal ,and put forward the suggestions for the master plan's problems according to the appraisal process and its result. Finally,associating the whole studing process,putting forward the conception for the basic idea and the main program for of the urban planning actual effect appraisal,and bring suggetions forward for perfecting the actual effect appraisal system.
