By three decades of reform and opening up, China’s economy and society entered into a period of rapid development,but economic and social development in urban and rural areas was serious dual structure.Rural-urban divide, the gap between urban and rural areas continued to expand, will restrict the raising of China’s national economy, enhance competitiveness and social stability and development.Breaking urban and rural dual structure, speeding up the integration of urban and rural is closely linked to the further development and stability of your economic and social,are closely related to the hundreds of millions of farmers’ livelihood, related to the comprehensive construction well-off society and is the key initiatives to achieve scientific development.The object of this paper-Villages merge for city projects-is a good way to get rid of this critical issue-the urban-rural dual structure.In this paper we used the Life-cycle cost management theory and methods,which was forefront of the international and domestic.We studied together from the problem of the Villages merge for city projects’ life cycle cost (including stage of pre-construction, construction period,use and refurbishment and removal of the period of stage), explored the establishment of a life-cycle cost theoretical framework and basic methods suitable for the Villages merge for city projects’ upfront investment control. Under the guidance of this theoretical framework and basic methods,We adopt advanced technology and means,reasonable assurance as to effectively control the cost of the project, explained the importance of the preliminary period (decision-making stage, design stage) cost control of the Villages merge for city projects,and improved the Villages merge for city projects management standards in the investment decision-making phase, design phase, thus achieving the purpose of benefiting the largest investment.The main content of this paper include:Introduces the necessity and realistic significance of the Villages merge for city projects, Referencing with the present situation and prospects of China’s urban and rural development, combining with the characteristics of the Villages merge for city projects, we discussed the development trend of the construction projects;learned on the life cycle cost management and cost control study from our country and abroad, we discussed the related concepts of the life cycle cost of the Villages merge for city projects, classification and composition as well as the life cycle cost calculations and analysis methods, Analyzed the influencing factors and control of key aspects of pre-investment control.Based on the life cycle cost theory, we introduced the Value engineering theory, and Value engineering approach was introduced through examples of compare the designs of the Villages merge for city projects, and eventually elected to a design of the lowest life cycle cost.
