The Application Study Of Quota Design Method In Cost Control

Since reform and opening-up, China’s economic develops rapidly. The constructionindustry as a pillar industry of our national economy, provides an important impetus topromote the economic growth and the comprehensive development of the society. But withthe rapid development of China’s local building market and gradual improvement ofinfrastructure, the scarcity of land resources continue to deteriorate nationwide, promptinginvestors to pay more attention to improve the requirement of investment control.In the whole process of the engineering cost control, once the project investment isdecided, the key to control project cost lies in the design stage. The domestic and the foreignresearch shows that the cost in the design stage is less than3%of the total cost, but it impacton more than70%of the Life Cycle Cost. In fact, due to the contempt of the cost control indesign phase and lack of further study of the cost control methods in design phase, caused alot of cost out of control in the process of construction. Limit design method, as one of themost effective method of cost control in the design phase, in the practical application ofEngineering in our country has achieved some results, but there is still much room forimprovement.Therefore, this article based on the improvement of limit design method as the main body,to study cost control in the design phase of the construction project. This article firstdiscusses the research background and significance of cost control in the design phase to clearthe value and significance of this topic. Summarizes and analyzes the related research both athome and abroad, pointed out the direction to improve quota design method. Secondly, tellabout the concepts, procedures, goals and principles related to the engineering cost control indesign phase. Again, introduced the main methods and theory about cost control in designphase, including the quota design the principle of value engineering, the method of qualityfunction deployment (QFD) and the theory of life cycle cost(LCC). And then put forward theimproved process of quota design start with QFD method to determine the total design limits,then using the value engineering principle to distribute the design quota to get the functional target cost,finally consider the LCC and the maneuverability in the practical application acomprehensive revision of the target cost function. In the final chapter, take a real estatedevelopment project as an example, to argument the maneuverability of the improved quotadesign method.And summary and prospect the application of quota design in engineering costcontrol.
