The whole life cycle project cost management control is concluded in this article through analysis and investigations over problems existing at present in large scale construction projects of real estate enterprises. It is pointed out that the whole life cycle project cost control should be interpreted as control to the whole procedure as an integrated system including all the construction stages of a project as of decision making, engineering, contracting, bidding, construction, acceptance and account settlement upon completion, the operation and maintenance stages. Based on analysis on the status of present construction investment and a comprehensive description of the meaning, present condition and features of the project cost management in the real estate enterprise, the theory of whole life cycle project cost control is put forward for construction projects. The whole life cycle project cost control over construction projects of the real estate enterprises can reduce investment waste, lower down project cost, improve investment benefit and be beneficial to production expansion of the real estate industry, and with whole life cycle project cost control, the real estate enterprises can improve management, make full use of the limited investment and give the construction project investment a full play as well, so to achieve scientific and healthy development of the enterprises.
