Along with economic globalization and trade liberalization, the rapiddevelopment of modern information network technology and the improvement oftransportation in the world, the life cycle of products is shorter and shorter, productvariety, people on the delivery requirements, the expectation of product and serviceare getting higher and higher. Monopoly privileges railway had the transportationdomain, but with the development of economy, under the market economy, therailway must face competition from other traffic pressure. Change Chinese transportmarket competition as well as the technical basis is the main power of railwayrestructuring project. This requires the railway material company must strive tostrengthen and adjust the business strategy, in order to meet the needs of users in thecost structure is the best case. However, as the price signal is distorted andbureaucratic inertia and political interference, and the management system isbackward, has caused a chain reaction that lower operation efficiency and the railwaymaterial company, unable to respond to market signals fast.The railway material company low efficiency and can cause a heavy financialburden to the state and the government, the railway to restore its competitiveadvantage, it must be a fundamental change of their technology base on. In order tobetter adapt to the market demand, Shenyang Railway Branch materials, positivechange, the original rail project was restructured, and the rail business processespecially the key process through the work breakdown structure of the project management method, optimized design, and taking into account the guarantee to thenormal operation of the rail business process business security. By using the method of work breakdown structure for rail service,the original has been optimized, to process complex, duplicate and invalid be deleted,for can be done at the same time, and not from the conflict in the process of moderatemerger, in improving the optimal allocation of resources at the same time, but alsoreduce the service time, improve production efficiency. Develop rail servicesafeguard measures is to guarantee continuous optimization of business processes. Inthe business of safeguard measures analysis to set up the stage, not only for thespecific steps and process analysis formulation, but also according to the analysis andestimation of risk, design risk control matrix, the possible existence of risk is tocontrol, through the above work, efforts to solve the market reaction to thereorganization of the company project involved in slow, is not sensitive to thecompetitive reaction between departments; not the whole process managementsystem is not clear and so on.
