Science and technology constitute the primary productive force. Promotion and application of science and technology is the inevitable way to realize agricultural modernization. Therefore, labor resources with high-quality in rural area become the indispensible factor to realize the promotion and application of agricultural technology. However, the labor quality in rural area of our country at present is still far behind the requirements of agricultural modernization. So, only by basing on science and education and strengthening the management and development of rural human resources to gradually improve the technical quality of rural human resources can meet the demand of agricultural modernization’s development. Yueyang County is a typical area for the development of traditional agriculture in the central region of China with centralized and abundant labor resources; therefore, among counties under jurisdiction of city in Hunan Province, Yueyang County can be regarded as a model. Over30years of implementing reform and opening-up policy, Yueyang County has been committed to its economic and social development and has made significant progress. Under the new historical background, the economy and society of Yueyang County has stepped into the golden period of leapfrog development, but the gap between urban area and rural area is still quite obvious, and it has negative effect on the overall development of economy and society of Yueyang County. In the past, on the construction of talent training system, Yueyang County laid emphasis on "Export" instead of "Import" and "Industry" instead of "Agriculture", and over-emphasized on the export of low-level labor force but ignored human resources development, which results in insufficiency of various talents for rural economic construction at present and obstructs the healthy and fast development of rural economy and society. According to the demand of modern agricultural development, Yueyang County must make endeavors to realize transformation from "Quantity" to "Quality" of rural labor resources, accelerate transformation from agricultural labor resources to human capital and fully give play to enormous role of human resources advantage. This thesis mainly focuses on exploring the ways to accelerate human resources development on the basis of the demand of rural economic development and current situations of rural human resources of Yueyang County. First, this thesis makes a research on the direction and demand of modern agricultural economic development of Yueyang County, then on the relationship between rural human resources and economic development, and finally on how to develop the rural human resources of Yueyang County to meet the requirements of economic and social development.Main problems existing in training of rural human resources of Yueyang County: concepts on talent training and management are obsolete; expenditure input is limited and education and training cannot meet actual demands, which results in lower quality of rural labor resources, transfer level of surplus human resources cannot be improved, agricultural technology cannot be effectively popularized and income of farmers cannot be rapidly increased. As a result, the healthy development of rural economy and the overall promotion of agricultural modernization are interfered. This thesis will point out the problems and defects existing in rural human resources development of Yueyang County, and at the same time put forward the corresponding countermeasures according to the actual conditions.
