Research On Problems Of The Human Resource Development In Rural Area Of Anhui Province

As the primary resource, rural human resources is the basic and fundamental ones in rural socio-economic development and the most active factor in the building of new countryside. And the human resources development in rural areas is the fundamental measures to solve the issue of "three rural". The aim is to improve the overall quality of the rural population and the level of knowledge and skills, and to provide adequate and high-quality labor resources for rural economic and social development.It emphasis on developing the intelligence of the rural population,accumulating human capital stock, raising the quality of human resources, promoting rural labor resources, and making full use of the rational allocation. And the human resources development in rural areas of Anhui Province has important strategic value for the change from a big agricultural province to a strong agricultural province, and the realization of industrial and agricultural support each other, hense ultimately the rise of Anhui.This paper is based on human capital theory. First of all, I analyze the status of the rural human resources of Anhui Province as to the quality and quantity through analysising a large number of detailed data. And I figure out that there are many problems in the development of human resources in the rural of Anhui Province at this stage,and the level of rural human resources development in Anhui has been lagging behind.Then I analyze systematically in detail the reasons that lead to the problem of the development of rural human resources in Anhui Province.It shows the reasons that lead to the problem which are the economic factors, ideas and policy factors .In the end, after analysising the inspiration of human resources development in rural areas of developed countries for Anhui Province, I come out with the specific revelation of rural human development for Anhui,which can be uesed to build three-dimensional model of rural human development through building the system- policy model, education - training model and medical- care model.
