Since the Chinese reform and opening up, with the consummating of the economic system in our country, SME(small and medium enterprise) has become the basis of Chinese GDP harmonious running and growth. SME has tremendous effect to develop new economic growth points, absorb employment, export earnings, financial stability and balance of payments, creating more wealth and achieved a huge role. Law of the world economy also shows that only large enterprises but not the development of SMEs in developed countries and regions, it can’t be sustained stability to maintain economic growth with long-term. At present, banks are still the main financial method to our SMEs. But now, China’s commercial banks to give credit financing for SMEs than remained at around10%。In our country, Financing difficulties of SMEs, financing channels for a single, higher financing costs of the status quo has not been substantively solution.This article bases on the current development of SMEs and financing cinditio ns,and analyze the financing difficulties and SMEs credit risk controlling mechanis ms,information collection,SMEs credit risk control tool construction,flow-conreolling system as the focus.Construction and risk control process management tools is th e focus of the article. And local commercial banks FD bank’s credit risk manage ment process as the core, combined with the FD case highlighted from bank loan s to SMEs risk identification, risk control, and improve the external environment and other aspects to effectively reduce the risk of lending to SMEs, and proposes small Business Financing risk control measures and implementation of the specifi c program. The ultimate goal of this article is to solve the difficult problem of cr edit facilities for SMEs to achieve effective breakthrough.
