In recent years, vague international economic and financial situation and intensive competition have caused great pressure on electronics manufacturing enterprises’operation. To keep vantage during intensive competition, company operators try to improve management in all aspects and strive to survive through the tough time or to overwhelm the others. Somehow they were not paying too much attention to people which is the basic subject of an enterprise management. Those cases of company that running bad or even claps due to inappropriate human resources management revolution are usually seen. As a matter of fact, human resources management needs to be coached and oriented by corporate culture. Only when the staff view of value goes with high corresponding level with the strategy target of the company, the HRM that leads by culture with the same value will work in great efficiency.Therefore, the construction of human resources management system and corporate culture is mutually complementary. In current situation of highly automatic and integrated manufacturing industry, how to carry out human resources management efficiently and construct cooperate culture of its own is the key point that a company could win in the market.This paper is to analyze and research on TR company’s human resources management and culture situation, integrate with contemporary human resources management theory, through comprehensive communication with operators and staffs of departments, collect key data information, and sum up some problems that TR company confront such as:week employment, inappropriate salary and compensation management and organization structure, inefficient management of the new generation, lack of acknowledgement about cooperate culture and failure in culture construction etc. it brings strategy of simultaneous construction of organizational culture and human resources management system according to problems mentioned above, which will improve current human resources management system and culture construction, and act as a fundamental base for TR company to build up ever competitive strategic human resource program and talent stock, as while as performance assessment system, culture strategy ect. Meanwhile, this paper also suggest small-mid electronics manufacturing enterprises some strategy of management.
