Risk Management For Service Customs

Report at18th Party Congress point out:"Build a well-structured, clean and efficient service government that has scientifically defined functions and satisfies the people." Academics have also done a lot of research home and abroad on the theory and practice of service government. Customs which is the national boundary authorities plays an important role about economic and social development in China. The General Administration of Customs focus on building a service customs. There is a contradiction between regulation and service in the Customs function. In the process of building a service customs, the conflicts become more prominent. Therefore, Customs has taken Risk Management concepts, methods and techniques. Customs Clearance is changing on Paperless Customs Clearance and Classification Clearance.The paper consists of four parts.Chapter One:Introduction.
