Study On The Countermeasures Of Customs Risk Management

As an advanced modern customs management technology, method and idea, risk management has set up a file in the countries all over the world of customs supervision and law enforcement in the field of a wide range of applications. Good results have been achieved:efficient working clearance way of customs officials has sharply reduced the customs clearance cost for enterprises; the customs relies on precision strikes to maintain the customs supervision function. At the beginning of this century, China customs began to learn advanced experience of risk management from Western developed countries, exploring the professional way for local customs.At the end of last century, what common officials got in China customs on risk management consciousness and information management is of enormous progress. As a result, officials engaged in risk management work expect eagerly to make full use of risk knowledge in the field of business customs work. A certain amount of risk analysis method were accumulated at all levels of risk management departments.In recent years, some branch customs began to innovate and adjust in the work of risk management mode and operation mechanism, and gained further progress. Nevertheless, certain bottleneck problems appear. This paper aims at pointing out the current situation and working insufficient aspects in "real battles" from the branch customs, by analyzing specific example of Guangzhou Customers which is good at risk management work, and then putting forward certain suggestions to set up perfect China’s customs risk management mechanism rules and to gain further process. However, this paper did not involve such problems as ripe experience. For instance, I neither talk about training officials on basic knowledge nor involve increasing awareness of risk for officials, although these problems also belong to the field of risk management.This paper firstly introduces the background and the necessity of the customs risk management research, and the definition and types of risk management in customs. Further more, the paper explores to find specific way fitting China customs properly, by analyzing numerous examples of practical situations for foreign customs.Secondly, as the development for risk management of China’s customs are reviewed, the paper focuses on introducing the achievement of the risk management in China, and points out that the most important problem for risk management in current China customs is we have no ripe mechanism rules. Then, I take risk management practices in use to reform the bigger, more successful operation mode of Guangzhou customs as an example, and introduce the achievement and insufficient aspects of Guangzhou Customs Monitoring Center for the specific work of risk management.Last, but not the least, the paper devotes to analyze the insufficient aspects of Guangzhou Customs Monitoring Center in details. Finally, I put forward the Chinese customs to the risk management practices in the current thinking Suggestions. To sum up, there are five main aspects:the customs risk management top design (secondary division of powers); Enterprise law-abiding evaluation system is established; Stability of the customs directly under the basic framework of risk management and operation mechanism; Integrated optimization of all the existing risk management system; Releasing the unity of the application for customs directly under the uniform logistics monitoring system.
