Research On The Reform Of Customs Goods Clearance Based On The Perspective Of Government Process Reengineering

With the rise and development of the new public management movement,governments all over the world generally advocate customer-oriented and efficiency first,China’s administrative reform continues to advance,and government process reengineering is widely used.As a national entry and exit supervision and administration authority,China Customs bears the dual responsibilities of safety supervision and convenient customs clearance,and faces the dual tests of "being able to defend" and "being able to pass quickly".The contradiction between the two focuses on the incompatibility between the customs clearance business process and the development requirements of foreign trade in the new era.In recent years,China Customs has launched a number of reforms in the customs clearance of goods,including the reform of customs inspection institutions,the integration of national customs clearance,"two-step declaration",early declaration,"Both ends access".We have achieved good results in improving the level of goods customs clearance facilitation,but there are still many problems to be solved,facing issues such as the need to improve customs clearance efficiency,further simplify customs procedures,and effectively reduce customs clearance costs.This article uses research methods such as questionnaire surveys and interviews with customs officers to investigate the current situation of customs goods clearance reform represented by the national customs integration reform and the reform of customs inspection institutions,and evaluates its effectiveness from the perspective of improving the level of goods clearance facilitation.It summarizes the achievements of the reform in easing port clearance barriers,increasing the convenience of import and export goods clearance,reducing the cost of import and export goods clearance,simplifying the procedures for customs declaration and inspection of import and export goods,contributing to the functional construction of subordinate customs,and integrating business resources in the customs field to improve regulatory efficiency.At the same time,there are three aspects of problems: unreasonable responsibilities in the customs clearance process for some goods,customs clearance models that do not adapt to the development of modern logistics,and insufficient synergy in the business operations of various processes;Then,it focuses on analyzing the reasons for the existing problems from the perspective of government process reengineering theory,and concludes that the reasons include defects in the design of the customs clearance reform system for goods,incomplete integration and reengineering of customs declaration and inspection business processes,and significant constraints in subsequent disposal and other time-consuming processes;Secondly,creatively applying the new public service theory to analyze the spillover problem of customs clearance reform from the "opposite direction",as a useful supplement to improving the reform,it is concluded that there are three aspects of problems: the reforms weaken the responsibility of subordinate customs risk prevention and control to increase the risk of smuggling violations,the reforms don’t correspondingly improve the service awareness of customs officers and it is difficult to increase the sense of gain for enterprises,and the reforms overemphasize the guidance of customs clearance efficiency to force grassroots policy implementation to "change";Finally,based on the above positive and negative analysis,six suggestions are put forward to better promote customs clearance reform,including strengthening the design of customs cargo clearance reform system,thoroughly integrating customs declaration and inspection business processes,focusing on solving time-consuming processes such as follow-up disposal,strengthening the construction of customs officers’ service awareness and quality style,strengthening government transparency and policy advocacy and promotion,and improving enterprise credit management and information construction.
