Study On Problems And Solutions Of Food S Afety Supervision System In China

Food safety supervision is a very important index which reflects social management level of government. Over years, our government efforts to establish and improve supervisory system and mechanism for food safety and to strengthened legislation and setting of relevant standards. However in recent years, incidents of food safety, such as "lean meat powder","dyed steamed bread","poison bean sprout" etc. have occurred incessantly in our country. These unsafe foods reveal various problems in food safety supervision system in China, and make people question the system, therefore seriously affect government’s public trust. Therefore, to strengthen the research on food safety supervision system and to improve effectiveness of food safety supervision has become an important topic of public administration.By taking our country present food safety supervision system as the object of study, and by applying public choice theory and dynamic social contract theory, the article explains theoretical basis of food safety supervision system. By reviewing recent evolution and development of food safety supervision in China, and through the system’s basic elements from within the framework of organization establishment, power distribution, distribution functions, the operating mechanism of the four systems, the article analyzes existing problems of food safety supervision system. Furthermore, the article fully analyzes the reasons for the existing problems in terms of market mechanism shortcomings, local protectionism, and lack of accountability mechanism. At last, Combined with the actual situation in our country, the article proposes to perfect food safety supervision system in China by means of establishing and improving food safety supervisions laws, optimizing organization establishment, power distribution and socialized supervision, etc.
