It can be said that the labor dispatch is not only a way of employment, but also a means of employment and allocation of labor force.China’s labor dispatch is very different from other countries. Its initial development stage was developed rapidly, because it was order to solve the problem of China’s laid-off workers and migrant workers employment etc. Compared with foreign countries, it has gradually become a mainstream way of employment trends in our country, and because of China’s related legislation vacancy, industry management mechanism is not perfect, the initial stage of development has not been standardized state. Until the Labor Contract Law promulgated, it was became a new formally employment mode. But so far, China has not established specific laws and regulations. Labor dispatch still has many problems in the specific operation of employment. Such as the dispatched workers’legitimate rights and their interests have been infringed, the problem of unequal pay for equal prominent, labor disputes are increasing. How to regulate the industry and guide its development has aroused extensive attention.In December2012, the state promulgated the amendments to the Labor Contract Law, centralized changes the relevant provisions. The announcement of this amendment will further standardize the development of the industry. Si chuan Province as one of China’s western development important provinces, not only as a big population province, but also a large labor output province. How to rationally and effectively allocation of labor resources, promote the construction of the labor market, give full play to the positive role of temporary employment industry. Follow the principle of "Development in the specification, specification in development", protects the legitimate rights and interests of workers, it has shown the significance to promote the development of Sichuan Provincial dispatching industry. Summarize the history of labor dispatch, and sum up its practical significance. In order to further understand the current development situation of Sichuan Province dispatch labor market, use of empirical research methods, through the investigation achieved the first hand information of Sichuan Province, and the systematic analysis and research, put forward the corresponding countermeasures. This paper consists of the following parts:The first part is introduction. Introduced the background and significance of this research, and then put forward the goal of this study and the basic idea, and applied to the research methods, and finally described the shortcomings in this article.The second part is summary of the theory of labor dispatch. This section first through the collation of data summarized the concept of labor dispatch, on the history of the development of the domestic and international dispatch, based on the use of comparative analysis method to analyze the differences between domestic and foreign labor dispatch. Finally, Summarize and make a brief review the home and abroad study.The third part is the status and characteristics of labor dispatch of Sichuan Province. First of all, describe present situation, including the number and size of dispatch agencies, staffing, illustrates the dispatch organization situation. From the age structure, cultural structure, occupation structure to analyze the situation of the dispatched staff, and then introduce the reasons of use the labor dispatch, describe the current situation of labor units on the interests of employees and protection situation. Followed by descriptive characteristics, combined with the dispatched workers, sending the current situation of the company and the employer, describe the main features of the labor dispatch of Sichuan Provincial. The fourth part is find out the outstanding problems of labor dispatch and analyzed the reasons. Extracted dispatch problems from the state of Sichuan Province. Combined with these issues to explore the main reason, seek a scientific basis for countermeasures and specification formulation.The fifth part is put forward the resolve measures of dispatch labor issues. First introduce the dispatch mode of the United States, Japan, Germany, the Netherlands, the Philippines, and other provinces and cities, to summarize the successful experience, On the construction of Sichuan Province with sustainable development of labor dispatch management mechanism of Enlightenment, Put forward in line with the basic conditions of Sichuan province, regulate the labor dispatch mechanism and science policy system.The sixth part is conclusion. The research and analysis of this paper is summarized and prospects for further research. This paper includes the following parts:(1) From the practical aspects of the analysis. Most of the existing studies are studied from the aspect of legislation, and then through the analysis to find out the defects and shortcomings of the status of the relevant legislation. On the basis of theoretical analysis, research Sichuan dispatch status by analyzing the information obtained can be more comprehensive and accurate grasp of Sichuan Province, dispatching the status quo and analyze its characteristics.(2) Labor dispatch in our country is developing rapidly, and it has attracted many scholars and related departments concerned in China, but as a new labor in the development of our country, its development in our country have yet to be standardized, But domestic research on labor dispatching is mostly select one or two points to the analysis of the current situation, problems and Countermeasures. Less study combined of the three aspects. This article select Sichuan Province as a foothold, comprehensive analysis of the status quo and problems of Sichuan Province, then lay the foundation for the scientific and reasonable countermeasures.
