China is a country with large population, and there will be oversupply of labor with low-skilled workers in a long term. As the current economic structure adjustment of our country is at a crucial period, the rate of unemployment is getting higher. On the other hand, economic globalization diversifies customers'needs, and enterprises are facing fierce competition. If enterprises want to remain invincible in competitions, they must try their best to reduce costs to improve competitiveness. Dispatch services, a new type of human resource management model, increases the flexibility in meeting the employment needs, it also may be misused by the employing units to violate labor rights, differentiate vulnerable groups, and evade legal responsibilities. On June 29, 2007 "Labor Contract Law" was introduced, and labor dispatch was written into law for the first time. "Labor Contract Law" caused a major impact on the parties of labor dispatch. Under the "Labor Contract Law", how to implement the dispatch services effectively becomes our new subject.This thesis uses normative research method, case-study method, deduction, induction and other means to put forward the understanding of dispatch services. The main contribution of this thesis is to make clear the relationship among the parties, make clear their responsibilities and interests, and provide a theoretical basis for the dispatch services. In particular, this thesis summarizes the current labor problems, analyzes the relevant provisions of "Labor Contract Law", makes an analysis of opportunities and challenges, and then puts forward measures on how to implement dispatch services. In this thesis, the Government is viewed as an important studying object. It not only makes the concept of the dispatch services more comprehensible, but also makes the writing system more integrity in this article.Firstly, this thesis begins with the concept of dispatch service, sums up the procedures of dispatch services, so that readers could have an initial understanding. Then, this thesis makes a deep-seated study on the parties of dispatch services, explains the characteristics of labor relations, confirms the advantages dispatch services on lower costs, improves the efficiency of matching demand and supply, and solves the problem of "can be hired, can not out", re-employment, dislocation between supply and demand,and many others.Secondly, this thesis summarizes the current problems of dispatch services, mainly including the lack of labor contracts, short-term labor contract, unequal pay, employer's liability is unknown, the mixed-sending agencies, and dispatch services abuse. It also analyzes the restrictive provisions on the qualification of dispatch agency, the jointly and severally liable responsibilities, equal pay for equal work and other aspects, and points out the challenges and opportunities of the government, dispatch institutions, employing units and the workers dispatched respectively.Finally, this thesis gives advice on how to implement dispatch services. The government should improve the legislative mechanisms and strict supervision procedures; The dispatch institution should set up five service platforms, improve four types of management system, and play three roles. The employing units should improve the management system which composes of strategic choice system, assessment system, risk control system, and personnel management system. The workers dispatched should enhance the level of legal awareness, design dual-channel career planning, and develop good professional ethics.
