With our market economy and the development of reform, the subject status of labor system is strengthening and the enterprise began to decide its form of employment and its employment mode independently. With the series of advantages from lowering corporate human cost, flexible labor mechanisms to expanding employment, labor dispatch gained its development. But there really exists some problems such as "employing units making use of legal blank, evading the responsibility of labor law, impairing the legitimate rights and interests of workers and services for sending units and the intermingling of the good and the bad labor dispatching units". Therefore it is a question of the parties concerned as to how to guarantee the employee's legitimate rights and interests and what should be done to further standardize the dispatch market.Aiming at a local network business in the telecom industry with its labor dispatch, by the firsthand data collection, survey, interviews, and in-depth research of its problems in labor dispatch, and meanwhile with the combination of the result of psychological contract analysis of its staff, the paper put forward the feasible and reasonable advice for employing units, labor dispatching agency and legal regulator. In this way, we can provide a reliable basis and guarantee for our labor dispatch industries'developing fast in a healthy and beneficial track.
