Performance Evaluation Of Land Remediation Projects

Land consolidation as a new and systematic career is booming in our country since the1990s, after10years of development has made great effectiveness. The data show that only the "Eleventh Five-Year" period, China approved the implementation of land consolidation projects124,000to supplement the373,700hectares of arable land, the new construction of irrigation and drainage ditches,4.93million kilometers, built roads in the field more than460kilometers, built the wells more than250000, pumping stations more than150000.Land consolidation project has become an important part of national rural public investment project. However, the effect is not satisfactory after the implementation of the land consolidation project in some places, such as project supervision is not in place, basic layout is unreasonable, engineering quality is not high. In the future, national and local investment land consolidation project will increase, how to evaluate the performance after land consolidation is an urgent problem.In this paper, based on the reference to domestic and foreign research, discusses the connotation of the performance evaluation of land consolidation project, the necessity of a theoretical basis, evaluation content and methods. In view of the present domestic and overseas scholars pay more attention to the results of performance evaluation, and ignore the management process evaluation phenomenon, this paper puts forward "management process+results" land consolidation project performance evaluation idea. We adopt empirical research method to analyze the land consolidation project in Yunnan province Mengzi city, The main content of the research are as follows:(1) Introduces the research background and significance of the performance evaluation of land consolidation project, a comprehensive overview of the research progress and characteristics of the performance evaluation of land consolidation project.(2) This paper explains the concepts of land consolidation, the land consolidation project of connotationd and characteristics,and the land consolidation project in performance appraisal of connotation and characteristics.(3) This paper researches the theoretical basis and evaluation methods for performance evaluation of land consolidation project. Learn from the classical theory of foreign public performance evaluation, combined with the actual situation of our national’s land consolidation, this paper introduced the main theory and methods of the performance evaluation..(4) In this paper, the performance evaluation of land consolidation project is divided into two parts:manageent process assessment and management evaluation.The evaluation of the management process include four parts:organizational structure of management performance evaluation, construction management performance evaluation, fund management performance evaluation, ownership management performance evaluation, information and records management performance evaluation. The evaluation of the management outcome include three parts:the evaluation of the economic and social benefits, ecological benefits evaluation and land quality evaluation. According to its characteristics, we uses the appropriate evaluation methods, builds an evaluation system, carries on the performance evaluation.(5) This paper used the land consolidation project performance evaluation system and technical method in Mengzi Caoba Da Luo Jiu land consolidation project, detailed the specific application process of the evaluation system.
