Study On The Performance Evaluation System Of Land Consolidation Project For Land And Resources In Gansu Province

In China,government investment in public investment projects for a long time,a large amount of investment,broad social dimension,therefore,directly affect the effectiveness of their investment to the overall social and economic development.Land remediation projects as public investment projects a pivotal part,has always been the government at all levels attach great importance to become an important indicator to measure go vernment performance appraisal and public management level.2016,the central document focused thirteenth year "three rural",that "in 2020,to ensure the completion of 8 million mu,and strive to build 10 million mu concentrated,Hanlaobaoshou,high-yield,high-standard farmland eco-friendly" construction of a high-standard farmland must rely mainly on land remediation.Serious waste of land resources,a sharp deterioration of the ecological environment,seriously hindered the sustainable development of social economy,in order to make use of the unused land and the restoration of ecological environment construction in Gansu Province,there are plans to implement the scale of land consolidation project is imperative.Land consolidation project can not only increase the arable land,but also significantly improve the agricultural production conditions and ecological environment,promote rural modernization,rural economic development and farmers’ income.Based on the above background,this study can effectively improve the land consolidation project performance and theoretical guidance for the performance evaluation of Gansu province and China’s land consolidation projects provided by the research is expected to land consolidation projects in Gansu Province,to further improve the land consolidation project of construction of the performance evaluation system.Firstly,clear the background and research content,the research status,the basic concepts and basic theories used were discussed;and then through the analysis of land consolidation projects in Gansu province the status quo,construction and case analysis of the index system,draw conclusions and suggestions.The concrete research contents,values first clear performance evaluation of land consolidation project,in determining the value orientation of land consolidation project performance,construction land consolidation project performance evaluation index system,and complete the letter,correlation of the index system of the validity of inspection to ensure the construction of comprehensive and scientific,treatment and adjust the error and extreme in the process of project.AHP index and the research on the selection and evaluation of the application shall be in the land of Baiyin District Wang Xian town,two town consolidation project,and test the scientific method of evaluation index,performance evaluation and operation.The main research and suggestion as following:1.15 representative indicators of land consolidation project performance evaluation in Gansu province from the five aspects of project management,investment management,production management,sustainable management and social management evaluation selection,the land consolidation project performance evaluation index system to each step and link scientific,complete and include the land consolidation process involving the system,system is strong,can accurately reflect the actual performance level of land consolidation project,scientific,rationality and high reliability.2.the performance evaluation results show that the project overall performance level of land use of Baiyin District Wang Xian town,two town in order for the "good",including project management,investment management,production management,four aspects of sustainable management of the performance as "good",social management performance evaluation is "very good".In view of the above conclusions,the paper puts forward some suggestions,such as strengthening the support of the government,in-depth investigation,strengthening the balance of interests and developing democracy.3.The objective benefit can be assessed from the project and continuously improve the level of land consolidation in Gansu Province from summing up experience and lesson,because of the weak agricultural land and infrastructure in Gansu Province.Therefore,it is necessary to make full use of the advantages of geographical location and natural conditions in Gansu Province,and promote the industrialization development of land consolidation in Gansu Province according to local conditions,so as to further improve the comprehensive benefits after the implementation of land consolidation.4.Further improve the index system of the land consolidation project performance evaluation in Gansu.The evaluation index system should also be targeted due to different characteristics,goals and emphases for different land consolidation projects and difference of natural geographical environment and economic background in the vast territory of the province.The evaluation results should be included in the major decisions of land consolidation projects.According to the performance evaluation results,the problems existing in the project construction are found out,and improvement measures are put forward to solve these problems.The evaluation results will be announced through the information platform,accepted by the public supervision,and provide the basis for the next round of land consolidation project deployment.
