Implementing Benefit Evaluation To Land Consolidation And Preliminary Study Of Engieering Management After The Project

As an important approach to achieve the sustainable utilization of land resource,Land consolidation not only need to regard the amount of the farmland,in order to achieve the homeostasis of farmland, but also need to display the active effect in other aspects, such as improve the quality of farmland, reform the ecological condition and promote the adjustment of the economic formulations etc. But in fact, there are many improper tendency in the land consolidation project in some region, such as think much of the amount, but neglect the quality and the ecological protection, pursue the high-grade design etc. So we must take the benefit evaluation as an important part of the land consolidation; accelerrate the benign development of land consolidation by intuition and exact benefit evaluation. But currently there is less research of the benefit evaluation of land consolidation in our country and the way of qualitative analysis is adopted by most people. Therefore,it is very important to constitute the consummate evaluating indicator and probe into the way of quantitative analysis for the benefit evaluation of land consolidation,because it not only can enrich the theory of land consolidation,but also have important meaning to guide the practice of land consolidation.Base on the research of the theory of land consolidation benefit evaluation and the situation at home and abroad, the land consolidation project take Guangbei Nongchang project in Guangrao County in Shandong as an example, the author chose tweleve factors which belong to aspects of economy, society, and ecology to establish the index system of land consolidation benefit evaluation of project area. The conclusion are:(1)Through the land consolidation, increased significantly improved effectively, and cultivated land area of land utilization, improve agricultural production conditions, thus improving the productivity of Labour. The implementation of project on farmers increase aspects to play an important role for the project brought huge economic efficiency.(2) This project social benefit and economic benefit, ecological benefit, good score in 4.6116 comprehensive benefits, 4-5, comprehensive benefits for optimal. That means that the Guangbei Nongchang project in Guangrao County in Dongying city widely in ease of implementation, improve the contradiction between local agricultural production conditions is playing a positive role.(3) After finishing projects benefit society, economic benefit, ecological benefit and comprehensive benefit 3.8343 score, 3-4, excellent comprehensive benefits than completion benefit declined.(4) After the comprehensive benefit of project implementation project evaluation score of 4.6116 reduced by the 3.8343 for finishing, but overall effect. That means that the purpose of implementing the whole project is successful, the whole project has reached a high level, in the economic, social and ecological aspects are achieved satisfactory results.(5) The land development and consolidation after the implementation of the project brings certain economic, social and ecological benefits, project management, this should not be ignored in starting from the existing problems, and puts forward the land development and consolidation of strengthening the management of the construction period and comprehensive measures.
