The Study On Performance Evaluation Of Land Consolidation Project

With the acceleration of urbanization in China, there are more increased demands for land construction, and the contradictions between land supply and demand have become prominent. Six restrict indicators and nine expected indicators have been proposed in “The Outline of the National Overall Planning and Land use(2006-2020)”, the core of which is to ensure the stability of 18 million acres. Behind of contradictions between land construction and cultivation, it reflects some contradictions of national food security and the speed of economic development. With the current tax system, there are obvious characteristics in local government finances. How to obtain more indicators for land use with the premise of total amount land remains to be solved by government. In this context, land consolidation has become important to solve above issue.Since 2000, the work of large scale land consolidation have been moved on in China. In 2010, Ministry of Land and Resources together with Ministry of Finance, signed agreements with some provinces and focused on the rural land consolidation, which implemented village renovation and also improved the current standards based on the original land consolidation projects. With the increases of land consolidation scale and investment, some issues including project approval, project management, financial management and also long-term post-project management have attacked more attention in public. It’s still urgent to improve land consolidation project management and surveillance system.Performance management has become an important direction of current government management reforms. However, it’s almost a blank area in domestic land consolidation projects. In this paper, based on the researches of the theory on land consolidation, the author studied on land consolidation and performance evaluation. Combing with recent participation in reviewing final accounts of land consolidation projects, the author discussed current problems including economic, social and ecological benefits issues in land consolidation with aspects to project approval, planning and design, project construction, financial and project management. Furthermore, the author selected one land consolidation project and studied on the principles of land consolidation project performance evaluation by the methods of empirical analysis. According to the performance evaluation system of financial expenditure, the land consolidation project performance evaluation system was established and then analyzed the possible effects such as social and political factors. This study is an exploration to deepen the performance evaluation of land consolidation and improve project management and allocate social resources rationally, which will facilitate the improvement of land management project performance evaluation system and also strengthen policy recommendations.
