The ideology of sustainable development have gained greater attention and spilt over into all aspects of the construction industry with further implement of the Scientific Outlook on Development and rapid evolution of the booming economy in our country. Green building has not only become the focus of public attention, but also been given a priority in the five-year plan of construction industry for2011to2015. Through the research on the current situation of green building evaluation and evaluation system among various countries and relevant literature evaluation standard for greening building in our country, the paper finds that green building evaluation remains at the environmental protection technology level and systematic and integral studies on technology and economic comprehensive evaluation of green building are still rare. Given all of that, from the perspective of the whole life cycle, the paper attains a comprehensive assessment of green building through the overall analysis of technology and economic evaluation and their effective combination. In terms of technology, it discusses the technical feasibility of green building ranging from project design to building construction, operation maintenance, dismantling and scrap. In terms of economic, it puts forward constructing the green building economy rating system framework, rated content, evaluation method and evaluation results. It analyses identifies and estimates cost and benefit in respect of whole life economic cycle process of green building, and assess its technical feasibility combining qualitative and quantitative methods, which reflects the economic rationality of project evaluation scheme, improves the effectiveness of the green building evaluation, makes the evaluation more comprehensive, and holds important theoretical and realistic significance. Meanwhile, by using AHP method,it evaluates the rated content of green building evaluation system based on the theory of layer modeling evaluation, establishes correlative judgment matrix, assigns values, calculates, converts the values into proper dimensionless indexes, obtains the grades and the weights of the green building impact factors, and determines the evaluation standard finally. With an application example, it gets the full results of the evaluation system, by taking both technology and economic into account and combining "The qualitative table of green building evaluation system" with "The quantitive table of green building evaluation system". After the analysis and study, the paper intends to make a positive contribution to the development of green building in our country.
