With the development of economy and the improvement of the level of urbanization,China at higher level both energy consumption and total carbon emissions,China's urbanization process must solve the coordination development problem of economic, environmental and energy, green buildings are implementing an important way for low carbon urbanization. Sino-Singapore Tianjin Eco-city requirements of all the new buildings are green buildings, In this case, How to measure the entire life cycle of building up the"green"level is an important thing. This paper aims to establish a suitable green building assessment system in the new Tianjin Eco-city, used to guide the development of green building, also providing for reference to the same climate zone rating in North China.Firstly,based on life cycle theory,this paper studies on the status of green building of domestic and international.Considering the Sino-Singapore Tianjin Eco-city geographical features and climatic characteristics and according to the principles of the green,the economy, the whole process,establishment of a comprehensive evaluation index system of decision-making phase, planning phase, design phase, construction phase, operational phase, building renovation, demolition and re-use phase of these areas. Secondly, useing factor analysis method on the new green building in Tianjin Eco-city index system of selecting and comprehensive evaluation of the establishment factor model, Sino-Singapore Tianjin Eco-city construction project specific empirical analysis, calculated the results of the evaluation at all stages of construction projects.Finally, to make reasonable suggestions on promoting the Sino-Singapore Tianjin Eco-city green building assessment.
