Research On The Construction Of Enterprise’Digital Archives Standard System In China

Since the beginning of21st century, digital archives in China has gained a rapid development. The construction of digital archives has gone through the process from initial exploration to sustainable development. This is not only due to the arrival of the general trend of archives informatization, but also benefited from the growing pivotal role of what archival work has played in the real life. In the "12th Five-Year" period, a great number of archives departments from the governments, enterprises and public institutions have brought the construction of digital archives into the objectives and tasks. Meantime, the idea of "standard first" is gradually multi-recognized. However, up to now, the formulation and revision of the standard system are mostly dominated by archives administrative department, which cause the lack of standard system directly related to the enterprises’ digital archives. Therefore, the contradictions are inevitable.In this article, the study of the digital archives’standard system is mainly based on the large and medium-sized enterprises in the domestic. In the introduction section, it gives the background, purpose, significance, method and innovation point and so on. Then, after combing through different levels of standards at home and abroad, we find the similarities and differences. So, we fully learn the advanced experience of the standardization of archival work aboard, get in close connection with standardization work related to enterprises, and finally, the standard system of enterprises’digital archives is finished. The main results are as follows:First, it reveals the basic principles such as general basis, principles, methods, ideas and strategies.Second, it takes the GB/T13017-2008Guidelines for Preparing Diagrams of Enterprise Standard System as main basis, on this basis, the framework of Enterprise Standard System is sketched.Third, it builds a standard system which is supported by three sub-systems such as Technical standards, Management standards and Working standards, and for the first time, it establishs the diagrams in the field of archives. What is deserved to mention is that as the main part of the whole standard system, Technical standards is elaborated in detail in five aspects, they are "basic module","application system construction module","digital archival resources building module","information security module" and "other module". Attached to each module, there are corresponding diagrams. Thus, the standard system is both focused and structured.According to the result gained from the research, the article also raises some suggestions to promote the development and implementation of the research results at the end:Enterprises should consider the construction and improvement of the standard system in three aspects, they are external environment, internal environment and the standard itself.
