| Archives policies and laws are the institutional guarantee for the stable and orderly development of the national archives industry,the goal-oriented development of the country's archives industry,and the main means for the state to manage the development of the archives industry.The importance of enterprises in the national economy determines the important status of enterprises archives in national archives resources.As an important component of the national archives system,enterprises archives need the support and guidance of policies and regulations.Enterprise archives policies and laws are formulated based on the actual work of enterprise archives,and develop with the internal operation mechanism of archives and the social environment changed,which have important practical functions and guiding significance for the development of enterprise archives.The emergence of enterprises archives policies and laws did not happen overnight,just as the emergence of the enterprises archives concept did not come out of thin air,enterprises archives policies and laws started from guiding science and technology archives work,and accumulated considerable achievements in the process of exploration and practice.Can these policies and laws continue to serve the enterprise archives business construction under the new development situation,and can it effectively guarantee and promote the achievement of the national archives construction goal.Based on this,the paper takes the scope of effectiveness nationwide enterprises archives policies and laws as the research object,based on a review of the texts of policies and laws,grasps the development context,and analyzes the problems of current effective policies and laws from different perspectives,and put forward corresponding improve suggestions.The content structure of the paper is as follows: Chapter one is the introduction,which mainly introduces the research background,research purpose and significance,research status at home and abroad,research ideas and methods,research innovations and characteristics.The second chapter elaborates the related concepts and sources of policies and laws,mainly including enterprises archival concepts,archival policy concepts,narrow and broad concepts of archival normative document,archival law concepts,and the scope,principles,and methods of collection of policies and laws.The third chapter is the overview analysis of enterprises archives policies and laws.Which mainly researches from three levels: The first is an analysis of the basic situation of policies and laws,including the evolution of policies and laws,the issue department of the policy and laws,and the level of effectiveness of policies and laws;The second is to analyze the construction statue of the different types of enterprises archives policies and laws,including state-owned enterprises,private enterprises,and foreign-invested enterprises;The third is to analyze the content of enterprises archives policies and laws.Based on the "three systems" construction object of the national archives business,explore the guarantee function of policies and laws to achieve its goals.The fourth chapter is about the problems existing in the policies and regulations of enterprise archival work.Based on the analysis of different levels in chapter three,it concludes that the amendments and abolition of enterprise archival policies and laws are not timely,the no-depth cooperation relationship between the issuing department,the low level of enterprise archival legislation,private enterprises legislative weakness,enterprise archives security policies and laws are not complete,enterprise archives use policies and laws are incomplete.The fifth chapter is suggestions for improving the policies and laws.In view of the shortcomings of the enterprise archive policies and laws in Chapter 4,according to the operating characteristics of the enterprise,the regular pattern of archives work and the form of social development,propose the corresponding improved measures. |
