Most towns in Weifang City have founded rural collective three kinds of capital management center, initially realizing finical hosting of the rural collective funds, assets and resources, but stand-alone version of the computerization application of village-level finance can not meet requirements of three kinds of capital management in Weifang, and lacking three capital information sharing platform, the management and maintenance of software and hardware are difficult, the procedure that accountants query data have high cost and poor security, the existing management mode haven’t reached management requirements of standardization,normalization and institutionalization of the rural finance. Therefore, it is an urgent need for the rural three capital management to develop the Weifang rural three-capital management system by the use of information and network technology, establishing a complete system platform for information collection, processing and monitoring of rural finance, assets and resources, and implementing network management.This paper describes the design and implementation of the Weifang rural three-capital management system, first describe the development background and premise of the Weifang rural three-capital management system, clearing the theoretical basis and practical significance of system development, and introducing overseas and domestic research status related to the system, describing the main technologies involved in the Weifang rural three-capital management system, and introducing the main objectives and organizational structures of the paper, summarily explaining this paper; secondly, making detailed requirements elicitation and analysis for the Weifang rural three-capital management work; thirdly, according to the results of requirements analysis, making a detailed functional design for the system and a detailed analysis for the system database; finally, introducing the implementation process of the system with a detailed description the core code of the implementation process. The system is developed on the J2EE development platform to develop, and selects SQL SERVER2008as the system database, uses JAVA technology and achieves the B/S structure on tomcat application server.The system ultimately implement the functions of the Weifang rural three-capital management system, including initial setting, fund management, asset management, resource management, contract management and others, while it also can process remote inquiry and statistical analysis of the data in the three-capital management work, and do its utmost to ensure the security of the system on the basis of functional maturation, achieving stereoscopic management of information collection, processing, sharing and supervisory control of rural finance, assets and resources.The operation of the system will greatly improve the efficiency of the staff at all levels working for rural three-capital management in Weifang, and bring great convenience to the three capital management work at all levels in Weifang, reducing the cost the three-capital management, better standardizing the management of rural finance, assets and resources, and the supervision can be more efficient and administrative affairs of village can be more public.
