The establishment of militaryasset management systemis the foundation of improvingthe efficiencyof asset management. Manymilitarymanagementsystemsare not very perfect, oftencausingmanagementconfusion and leading toassets loss. It not only bringseconomic lossesto the state,but alsoaffects thenormal development ofthe armed forcesas well as the improvement ofoverallmanagementefficiency. The lack of managementmechanism makes that financial departmentdoesn’t have reference for assetsbudget, and make no consideration overall. And the budgeting becomes relativelycasual; it is impossible for achieving reasonablearrangement form the point of conservation.The development of militaryasset managementsystem is a necessary meanstomonitor and manageassets. There is not a better system for scheduling andallocation assets, and the phenomena of interests segmentation often occur. It is difficult to avoid repeat purchaseof assets. Combined with management requirements and operating privileges of different users, the system will be divided into asset classification management, daily management, statistics management, bulletin management and system management. Asset categories primarily is responsible for managing the assets related to the military supplies, including weapons and equipment management, vehicle management, fixed asset, supplies and equipment management; daily management module is mainly responsible for the daily assets related to the basic asset management, including asset borrow, maintenance, depreciation, procurement, and registration management; asset management module is mainly responsible for statistical information on various military departments, including fixed assets, intangible statistics, report generation; notice management module is mainly responsible for the military information, including news, personnel changes, asset changes and the introduction of equipment; system management module includes user management, basic information maintenance, department management, data management.The system uses JAVAlanguagedevelopment, Eclipse development platform, J2 EE development tools,databases, and MVCmodel2010 SQL Server.As such, J2 EE ensuresportability androbustness of the system; the features of compatibility,reliability, multi-interface, simple management of SQL Server 2010 make it an indispensable tool fordatadevelopment.After testingthe various functionaland non-functionalindexes, we can observe that the asset managementsystemmeets themilitaryrequirements, and achieves theeffective management ofassets with informationtechnology. It can improve management level, achieve information technology, and implement the concept ofconservation-oriented society.
