The Design And Implementation Of Procurement Management System System For Rizhao Municipal Government

Government procurement is an important function of government, and is a procurement behavior for cargoes, engineering and services, to meet the public demands of society by government, as the main body, and the use of fiscal funds. In the21st century with the rapid development of information technology, efficient teleworking and management systems play an increasingly important role in the government. Therefore, the combination of government procurement and electronic technologies is imperative. In foreign countries, the development of the government procurement management system is earlier and has been widely used; in our country, the construction of the government procurement management system is still in its initial stage. But with the rapid development of China’s economy in recent years, the procurement scale at all levels of government is growing. The number of government procurement of Rizhao City in2013was counted as3.666billion which creating a newly high record, so the demand for municipal procurement management system is increasingly clears and the issues of e-procurement management are imminent. Therefore, in this context, this paper proposes the procurement management system for Rizhao Municipal Government and completes system design and implementation.The procurement management system for Rizhao Municipal Government uses the popular B/S architecture, adopts object-oriented modeling to do requirements analysis and system design, uses the Unified Modeling Language (UML) as the description language for analysis and design, uses J2EE as platform technology, and adopts MVC design patterns and Struts2technical architecture. During the development process, the use of Microsoft Office Visio2007demand modeling tool, and MyEclipse10programming development tool and Photoshop interface design tool are greatly improving the efficiency of system development.The procurement management system for Rizhao Municipal Government considers the characteristics of traditional procurement business process in Rizhao Municipal Government, services for the government internal personnel working in the procurement process. After a detailed analysis and a complete design, the system generally achieves automated management of internal business of Rizhao Municipal Government procurement, including procurement planning management, procurement change management, procurement contract management, report form statistics and information query. The eight kinds of users, purchasing unit agent, purchasing unit principal, competent organization agent, competent organization principal, competent department agent, competent department principal, purchasing department agent and purchasing department principal, and the four departments, purchasing unit, competent organization, competent department and purchasing department, implement interlocking logic control and management of internal data flow between different users and different departments.At the present stage, the system has been successfully applied in procurement business processes for Rizhao Municipal Government, and is running stably with good results, greatly improving the work efficiency of government procurement for Rizhao City, saving the money wasted in the traditional procurement process, and promoting administrative supervision of Rizhao Municipal Government, meeting the demands of openness, impartiality and fairness stipulated by government procurement...
