In the electricity business, the key to the power grid safe operation is a healthy use of electrical equipment. Enhanced defect management and from the occurrence of defects, diagnosis, treatment, eliminate defects closed-loop control of the whole process is the key task for operation and maintenance of power companies. Although the operation and maintenance of Shandong Electric Power basically realizes computer management, but with the growing complexity of the grid structure, operation and maintenance of expanded, information technology developed, the number of devices exploded, infrastructure and application software, upgraded, we urgently need to establish the power operation and maintenance of management system network platform, achieve operation and maintenance defect management process network management, information sharing, making operation and maintenance personnel to better grasp the handling of defects, timely jobbing in maintenance and defect elimination work, and managers can easily analyze, monitor and guide the operation and maintenance defect management, reducing the impact of electricity production run brought by operation and maintenance deficiencies.This paper mainly introduces design and implementation of power operation and maintenance defect management system. First, we acquired the electricity operation and maintenance department demand through research. Second, the system is divided into people defect treatment, defect managers, who deal with the problem, the problem manager, work order processing people, work order manager and other roles, and we carried out a detailed analysis of the use cases and describe by dividing the system into defect management, problem management, work order management module three business, clearing the functions that system will achieve. Then, technically, system uses B/S mode, using MVC three-tier architecture, the model layer uses Hibernate2technology, control layer uses Struts technology, view layer uses JSP dynamic web technology to design and realize. The thesis makes a detailed functional design by using the way of class diagram and timing diagram, selecting Oraclellg as database systems, and describes the design process of the system database by ER diagram and part of the data table. Finally, we complete the implementation of the core functions, mainly through system screenshots and partial implementation code to describe, test the system by test cases.System finally realizes all the features of power operation and maintenance defect management system, and specifically achieves defect management, problem management, work order management module, and completes the online application, diagnosis and treatment, resolved, acceptance and turn off the whole process of sharing in operation and maintenance defect management, problem management, work order management, achieving dynamic data query and analysis, making real-time control to operation and maintenance system conditions, realizing standardization and systematic of operation and maintenance defect management process.The operation of system makes information exchange and sharing efficient and timely among staff, thus improving the efficiency of operation and maintenance, and it could promptly eliminate and advance to prevent the occurrence of defects, reducing the impact on electricity production due to defects, improving the management efficiency, management benefits and management level of the power operation and maintenance.
