Now China’s telecom industry in a leap-forward development stage, market competition is more intense, operation and maintenance of the telecommunications industry from internal management to inter-enterprise collaborative management.1998, began the national telecommunications industry repeatedly split, aimed at breaking the monopoly status of the telecommunications industry, the introduction of competition mechanism. The new changes in the market must be to enhance the management needs to a new height, faced with a complex competitive environment, Beijing Telecommunications Engineering Bureau analysis of market prospects, positive start for rectification of the existing management mechanism, combined with their own practical work out a long-term significance of the management process, to lay a solid foundation for the future faster and better development.The main task of this paper is to complete the demand analysis and functional design of the Bridge-Tunnel Management System. The research is based on thoroughly study and analysis of the working status of Bridge-Tunnel Management Department.In the part of system analysis, the concepts and methods in Software Engineering were applied after a plenty of first-hand data were processed. The operation flow of maintenance and the situation of management objects were studied. Also, the functions of different departments and staffs were analyzed, as well as the cooperative relationships among them. Finally, the functional requirements of the system were concluded and the UML modeling was established at a preliminary level.In the part of system design, the practical system structure was determined according to the results from the system analysis. Based on the characteristics of classified management objects, the system modules were divided and the system functions were designed, as well as the logical database and operation interface. Those works were completed in various aspects including the document management, the plan, performance, assessment, and statistics of management and maintenance. The roles of user in the system were determined in accordance with the functional flow. Also the user rights were fixed to make sure the system runs safely and smoothly. At the end of the paper, a summarization and prospect for the analysis and design of the Bridge-Tunnel Analysis System was provided. The achievements, which make clear the train of thought, will lay a foundation for code level development and deployment.
