In terms of security, this system based on authority management of the role, enhanced the operation safety of the system. This paper discusses the background of the development of the system and the research present situation of planning window business management system at home abroad、urban and rural. And then turned the problem space into steering solution space, established the model of a system demand, illustrates the main problems that the system needs to solve. In the system design stage, at the beginning of the summary design, we established the system’s technical architecture, functional structure first, then designed each part in the detail and respectively discussed the static structure of the system and the dynamic structure, design strategy and database design. Finally, we used the screenshot interface to carry on the detailed analysis and discusses of the realization and test process of the system.The completed system can perfectly complete management window business; window personnel can manage different window business according to their own functions. The realization of the system to improved the operations accuracy of the urban and rural window planning management. The system simplified the operation process, and it saved the time of management, improved the work efficiency, and made Tianjin urban and rural planning window business management work step on a new stage.
