Shandong Province rural credit cooperatives is a financial organization which organized by individual farmers and the composition of the joint fund-raising. The services provided by rural credit cooperatives formalities quick and easy, provide a lot of convenience for the majority of the members. In addition, the effectively organize rural funds to support agricultural development. In order to serve our customers better, Shandong Province rural credit cooperatives continue to carry out reform and innovation, classify their business needs. However, with the expansion of the scope of business, more and more business types needs of appear, artificial management methods cannot meet the status quo of the RCC. Therefore, Shandong Province rural credit cooperatives started using advanced network technology, hoping to achieve its electronic management of business needs, improve overall management efficiency.By analyzing business requirements for provincial, city and county levels of Shandong Province rural credit cooperatives. Combined with the current popular systems development technology, the system will designed by using the object-oriented thinking, and using Java as developed language, which has a strong universal and conducive late system maintenance and modification. Mainly using Struts2, Spring and Hibernate frameworks to develop. The MVC design pattern and those three frameworks technology integrated together, using the Action in Struts2 to manage control layer, using transaction processing in Spring to manage the business logic layer, using data persistence operation in Hibernate to control data persistence layer. In addition, the system will use large relational database Oracle10g as database development platform, using its high security and stability mechanism, to make data storage and access to the system operation.Shandong Province Rural Credit Cooperatives business requirements and management system is mainly divided into four sub-functions, including business requirements management, project management, demand management, system management functions. According to functional operation of the system, user roles divided into system administrators and project administrators, as well as provincial, city and county users. By individual users based on their competence, dynamic manage the various needs of the project from the mentioned report, analysis, audit, to incorporated into the plan through the entire business process. RCCs business needs to make the management of the distribution of duty, responsibility for duty and orderly conduct.After Shandong Province Rural Credit Cooperatives used, cooperatives can manage provincial, city and county business escalation audit which including add demand, optimize demand, external demand out off plan, the city self-approval requirement, the city self-filing requirement unified and efficient. It can enhance communication among staff in provincial, city and county. So that the rural credit cooperatives could provide better service for majority of members.
