With the high-speed improvement of data services, the networks convergence has become the main development direction of the telecom enterprise. The requirements of the transmission platform increasingly higher, as multi-service with more bandwidth of transmit mode. So ethernet technology can not meet the needs of next generation network transmission based on the MSTP/SDH technology. As a result, a new generation of transmission technology is gradually applied in the local transmission network, used for carrying multi-service.Packet transport network with IPRAN technologies has some advantages, including clear layered network structure, simple network structure, unified multi-service transmission, flexible packet, which can meet the needs of data services and be able to meet construction of the LTE network in the future.Under the case study of the current network, the paper introduces the technical characteristics of packet transport network, protection scheme, quality of service, and clock technology. It mainly introduced the multi-service transmission based on the IP RAN, and focused on the effective improvement for the safety of the network stations.In this paper, it introduced a local IP RAN transport network in detail. According to the situation of local network, giving priority to the long-term development of the network, the smooth evolution of the business, as well as the long-term evolution from traditional technologies to packet technology, it provided a detailed plan. It cleared OTN wavelength division network mainly carrying large particles more than GE business, which was uesed in IP MAN, packet network aggregation layer associated circuits and other bussiness of long-distance, interregional large particles. Packet network is mainly used in target comprehensive service bearing network, carrying most of the initial data services and new voice services. MSTP network mainly carries voice services, and some3G services. It would coexist with packet networks for a period of time, and then phased out step by step.Meanwhile it was proposed a concept in the network coverage area by"horizontal partitioning", which was called convergence zone and integrated services zone, to facilitate overall network design and convenient maintenance. Finally, it analyzed the effect of the scheme which the program was expected to reach.
