With the boom in world trade, the world shipping volume has continued to increase. At the same time appears inevitable problem of environmental pollution, especially marine oily sewage discharge.The International Maritime Organization issued a variety of laws, rules and regulations to regulate the oily sewage discharge. However, due to the relevant regulatory measures, the conditions and the monitoring equipment are not perfect, still exists the case of oily sewage discharged into the sea. Ship oil discharge monitoring and control system is to monitor the oily ballast water or other oil sewage discharged from the cargo area into the sea. Monitoring system consists of sampling system, oil meter, flow meter, measure and control unit, main control unit. When the oil containing water or other oily sewage is discharged from the cargo area into the sea, the monitoring system begin sampling, recording, analyzing. When the discharge conditions do not meet requirements, then terminate the discharge of effluent into the sea, and prevent of marine pollution.This paper analyzes the function, structure and equipment of oil discharge monitoring and control system, combining with the relevant conventions and technical requirements for the overall design of the oil discharge monitoring and control system. Then design and implement the system control unit, chose the STM32as the main control unit’s processor. Use Altium DesignerlO software to design main control unit’s schematic and PCB diagram. Select the correct peripheral devices, create component library. Connect components according to the logic function, including the switch input and output circuits, analog input and output circuits, Ethernet, RS485, CAN interface circuit. Use Keil MDK software to program on the circuit board, which can accurately realize the main control unit’s functions. Finally, carry out the system simulation debugging through the PC, and constantly optimize the system.
