With the competition among enterprises gradually increased, the competition’s patternand capital has changed significantly, the human resources competition, technologycompetition has gradually replaced the traditional capital competition. The rational allocationof human resources can not only reduce the enterprise human capital expenditures, but alsohelp improve the efficiency of enterprises, expand the business concept, stimulate enterpriseservice and innovation consciousness, improve the environment for the development ofenterprises with good stability.Xinjiang postal service express delivery company’s business scope has almost coveringall of Xinjiang state, which is currently in the rapid expansion of business scale, enterprisewide recruitment of staff, staff of complex structure, there are all kinds of knowledgeeducation and professional background. Because of business needs, the staff positions ofCompany’s departments mobilize frequently, therefore at present how reasonable, clearmanagement of human resources, enterprise human resources has become the urgent problemto be solved. Although the enterprise has to establish a relatively complete system ofpersonnel management, the personnel work relates to allocation of personnel, labor wages,and staffing administration, social insurance, professional title evaluation, continuingeducation, the introduction of talent, training management, performance appraisal, personnelfiles of many aspects, simply rely on human or software have no way to realize theoptimization of enterprise human resources, improve personnel the efficiency of management,and logistics industry has features of employee performance management flow, rich, soperfect personnel management mechanism still needs the support of information technology,companies need to establish personnel management system in line with its own businesscharacteristics of personnel, promote human resources management information constructionof enterprises.Human resource management system of Xinjiang postal courier companies consider thepersonnel management of enterprises and the basic business processes, design entrymanagement module, unpaid leave management module, allocation management module, theannual assessment module, statistics module, attendance management module and contractmanagement module and so on, simplifying interface design between modules and reducingcoupling. The design of business process includes attendance approval process, the approvalprocess and study and abroad access approval process, basically covers the main personnelmanagement services company. System was designed based on J2EE technology, whose software system structure usedC/S with B/S mode, which not only ensure the personnel data security, realize the sharing ofpersonnel information, but also improve personnel working mechanism and realize the digitalmanagement of enterprise personnel information fully.With the help of unified modeling language UML, respectively establish the system classdiagram, object diagram, sequence diagram and state diagram to describe the system’s staticstructure and dynamic structure. In accordance with the segregation in teaching managementof colleges to divide user roles, the teachers foreground, the students foreground and theeducational administration personnel management background were designed, various rolesof users can operate system according to their own authority. The system was designed on thebasis of MVC model and was developed based on JSP and Oracle.Using of MVC model todevelop fixed assets management system requires the system’s application to be layered. Thehierarchical structure of MVC can not only improve the reuse characteristics of system codeand reduce the difficulty of maintaining code, but also can improve the overall flexibility andextension characteristics of system.The overall structure of the system is clear and the function is relatively perfect. Now thetest for the system has passed, and the system meet the basic needs of Urumqi VocationalUniversity’s teaching management work.
