Abstract Public security is the cornerstone of national security and social stability, is an important condition of economic and social development, is the basic guarantee for the people to live and work in peace and contentment, and is the major strategic issues must be solved about comprehensive construction of harmonious socialist society. At present, in Inner Mongolia Autonomous Region, even across the country, the development zone is facing important opportunities for economic and social development. Now the time is also a critical period for the implementation of the modernization third step strategic deployment. Good public security environment is an important indicator of well-off society. So, maintaining a long-term harmonious and stable social environment and the situation of stability and unity is an important task facing the nation and our region.Currently, the emergency response platform construction of the autonomous region government had certain foundation. Although the emergency command system for part of the union (city), department based on the professional information and the urban linkage mechanism has also begun to take shape, there still was not a complete, unified and efficient system for emergency management and the command and coordination in the whole range. Especially in the multiple analysis, decision-making, integrated coordination and summary assessment, they still can’t meet the requirements of the construction of emergency platform.In the thesis, a comprehensive application system was designed using the J2EE technology, GIS theory and other related technologies of WebGIS through ARCGIS9.0software as a platform. The system throughout the whole process of emergency could provide customers with powerful emergency management and emergency intelligence aided decision-making. This paper mainly introduced the construction of a total of eight subsystems which contained integrated business management system, risk monitoring and control system, comprehensive forecasting warning systems, intelligent auxiliary system, command and dispatch system, security system, emergency assessment system and simulation training system and the realization of theirs fuction.
