Traffic Emergency Command System is a vital part of City Emergency Command System. Besides, studies on the emergency processing procedures are the foundation of studying Emergency Command System. An effectual planning and designing on the processing procedures, a full consideration of resource allocation of the system, plus a rational application of the system can avoid certain financial losses that may be caused by unreasonable design, so as to make sure that the system runs at its optimal status.Aiming at problems involved in modeling and simulation of emergency command processing, the thesis is going to discuss it from the following perspectives:First, this thesis introduces the concept of HTCPN, elaborating its advantages in Emergency Command System. With the help of HTCPN, early warning, aid decision-making, emergency response procedures can be designed and described in detail. Meanwhile, place, transition and color set can also be defined. Taking Road Traffic Incident as an example, the thesis gives a detailed explanation of HTCPN modeling procedures, as well as a definition of place, transition and color set.Second, when having done simulation analysis on the instance model, verified its accuracy, analyzed its performance and running time, and detected its resource conflicts, the thesis tries to find out the bottleneck that affects the system and finally be able to redistribute or rearrange the resources.Third, basing on the above studies, the thesis combines CPN tools to set up a prototype for Emergency Command System, referring to the case of "Shandong Provincial Communications Department Emergency Management Command System".
