Video surveillance is an important mean of security, it has a variety of established forms. The development of information technology and the popularity of3G network provides a new condition for video surveillance system.This paper designed a video surveillance system which use smart Android phone as video surveillance terminal and3G mobile network as a transmission channel. Through the video surveillance system, the user can view the monitoring screen anytime and anywhere, through it,user could get rid of the shackles of wired cable.This paper conduct a feasibility study of the key technologies used in the system, which includes embedded application software development technology, H.264video compression coding technology, P2P video transmission technology, network environment of3G (WCDMA) and technology of Android application development.The whole system uses P2P mode to transmit video datas,that is an innovative way. The video surveillance front-end use the development board which based on Samsung company’s S5PV210embedded microprocessor and the device used to collect pictures is an USB camera which use ZC301as its chip.The system choose Samsung Company’s S-7562Android smartphones as video surveillance platform, in addition,to achieve P2P communication, this paper designs a PC as a simulation of a server which provid the function of P2P communication. By designs of the application software for the three main part, this paper achieved basic requirements of the embedded video surveillance system based on3G networks and Android platform.
