Study On Dilemma And Countermeasures Of The Supervision By Public Opinion Of "Topics In Focus"

When "Topics in Focus" was born in1994, the program pointed out problems, exposing a lot of the big and difficulty problems in social life. For a time, the program’s name resounded nationwide public opinion, paid attention by the leadership and enjoyed by the masses.However, in new century,"Topics in Focus" focused less on the social evils and corruption than those of before so as that some people thought that it no longer had a critical spirit. We had to ask why "Topics in Focus" changed? This paper want to have a response to this issue.Firstly, we had a research on the programs that had broadcasted during2010to2012in order to make a comparison with the programs before. We classify the programs according to its content so as to find out the ratio of those about the supervision.Secondly, we had a research on the supervision of power which is the focus issue of the public supervision. The content we studied included the administrative rank of the officials, the selection of subject, the nature of the event, the exposure of scandals and program language, the promotion of the institution and so on. We also pointed out that the topics that discussed on "Topics in Focus" were different from the hottest topics of society according to our comparison.There are three flaws inside "Topics in Focus":Old way topics; hidebound expression approach; policy protector rather than system pusher.And we found out three key points to answer our question according to our research on the articles of the crew, interviews of experts, great changes made by new media and the changes in policy. First one is pressure on the program exert by the interceder. Second one is Local protectionism. Third one is that the network is becoming the focus of government and citizens gradually.Finally, this paper put forward some relevant suggestions on "Topics in Focus". First, the media’s independence, which can not depart from the support of the government and the system construction. Secondly, we must build an legal system on the media and public supervision, which can clear the responsibility of the media and protect the practitioners’ personal safety and legitimate rights.
