Supervision by public opinion has become one of the best methods of social supervision because of its special functions. It makes the authority constrained by expressing the real public opinion. It can overcome the arbitrariness, subjectivity and stealthiness in the process of the exertion of authority. In current China, supervision is actually people's supervision, i.e., the masses' supervising the work of Party and government and their officials by media. In practice, however, supervision by pubic opinion is often restricted and resisted. It constrains the exertion of its function. It is due to the managerial system of the press in our country, which results in the fact that supervision by public opinion must be authorized by the government beforehand. It may make the unconstrained exertion of the power and the violation of civil rights. It may set up large obstacles against supervision by public opinion.So, these relationships must be dealt with: supervision vs. Party's leadership, reputation vs. supervision and legislative, administration, imperia vs. supervision by public opinion. The direct control of Party and government to media should be changed into indirect. The intervention to supervision should be avoided from the administrative power. The independence of media should be protected. Then our country should set up and improve the mechanism protecting media, the cooperation between mainstream and non-mainstream media, the supervision by web public opinion, the supervision to public feelings, and others. Finally, media should be underleadership of Party and oriented by market, express public opinion, and supervise theauthorities.
