With the deepening of China’s market economy, publishing industry is gradually entering the market shifting from national traditional institutions into modern enterprise. Since the development of the publishing in China started relatively late, management of the government is still in a process of experience exploration and accumulation, thus there are still many inevitably existing problems, such as lack of government management performance, management functions dislocation, that lead to defects likeintegration of government and enterprises, unification of public institutions and enterprises, excessive administrative intervention, coming to stop with control while going disorder without control. Through discussion the history of government management and publishing industry development, this topic analyze various problems, analyze various problems existing in the government management, and study the solutions with feasibility.In this article, Chapter One mainly pointes out the research background, significance and research approach of the topic and elaborates concepts and theories used. Chapter Two, by describing the state of book publishing in different historical periods, summarizing development processes of China’s publishing industry, comparing the different roles of government at corresponding stage of the development of the publishing industry, and analyzing the management roles played by the government and its management features and behavior characteristics since the founding of New China. Chapter Three mainly analyzes problems of the government management in the development of local publishing industry, which mainly showed as inaccurate self-positioning of government itself, ideological emancipation needed, rough reform, irrational industrial distribution and resources allocation and imperfect legal system of publishing industry. Chapter Four discusses countermeasures for above problems from administrative body, scientific management, democratic management and legal management respectively.
