In recent years, the global air transport industry developed rapidly, the rise in air traffic, coupled with fog and other extreme weather, air traffic congestion caused by the various countries, dramatically reducing airport landing capacity, which will inevitably lead to delays. In view of this situation, governments have taken the appropriate measures, such as increased national airspace, infrastructure and human resources, but simply increase routes, open airspace and further divided height layer, although to some extent alleviated the the status quo, but with the further development of the national economy, the above approach can not effectively solve the problem of air traffic congestion from the fundamental science, the survey found to be inefficient due to the efficiency of the airport and air traffic control authorities no reliable and comprehensive real-time updates, flights and flying backward sort algorithm caused.East China ATC CDM system is based on collaborative decision-making needs of the current work of the Shanghai East China Air Traffic Control and the actual situation, the use of collaborative technologies and procedures designed to achieve a complete aviation management control processes by means of information technology to improve air traffic flow management to achieve scientific and effective solution to the civil aviation air traffic congestion, flight delays, through information exchange, data sharing, and improve decision-support tools, coordination between air traffic control, airports, airlines and other organizations, as well as the transmission of information within the organization and communication and work to improve the control of traffic management efficiency. The aid of computer software solutions for collaborative decision-making system implemented, can greatly shorten the waiting time for flight delays and reduce fuel consumption, increase the transparency of information, and also to increase customer satisfaction.For the above purpose and requirements of the CDM system to be adopted ESB enterprise service bus infrastructure, using MQ messaging middleware technology transfer work data messages, while ensuring reliability and high availability messaging system; relationships with industry-leading database for dynamic business data and historical business data storage and data processing, the use of lightweight database operations on the part of the static data is saved; using a layered architecture (network infrastructure layer, system services layer, application support layer, business layer and run data exchange layer) business processes; using UniEAP DateExchange the ETL data management, migration and synchronization, based NET Framework and J2EE (UniEAP) platform for project implementation and coding business presentation, with third-party control set RadControls for client design. layout; using logging system for tracking system operation status and error routine investigation. This thesis is focused on the design and implementation discussed and resolved directly associated with the user system client (B/S, C/S) is.Depending on the needs of the user in real-time nature, controllability, high security departments are required to adopt a traditional desktop C/S model design and development, strengthen the management of sex, participating in the cooperation sector users adopt the more popular B/S model design and development.Through continuous improvement and commissioning, the current system has completed the development of the second version, and has been on-line for use in formal operation environment. The current system can basically meet the current needs of the organizations involved in the daily operations of the civil aviation sector operations management, and organizational units are gradually abandon the existing management of operational processes, combined with the operating procedures of the CDM system knowledge and habits, and gradually transition to full follow collaborative decision-making procedures, to achieve scientific and effective management. The current system is not perfect is the ultimate solution in which the stability of specific collaborative decision-making procedures, the system must know the situation, the data storage management, analysis, query the index, management and ease of use on usage be further improved.
