Larger trend of deepening economic reform changes make enterprises management model occurred quickly. Also it is shift the focus of competition from competing material resources, funding for competitive human resources. At present, human resource management has become an important way for enterprises management information reform. However, in traditional human resource management system (HRMS), and human resource managers often spend a lot of time and energy on the daily administrative affairs operations, bounding these tedious daily firms, human resources management brings a very big inconvenience. Currently, advanced in information technology gradually has made semi-automated human resource management, facilitation. In the network environment, the use of human resources management system makes for centralized database information processing, thereby reducing the cost of human resources management, improves staff efficiency and operational capacity.Based on the Urumqi ShuiMoGou district government human resources management departments, we analyze the ShuiMoGou area, the development of human resource management and scale designing and implementing based on C/S mode of district-level government human resource management system. First of all, this paper uses the object-oriented analysis method, the system key analysis and collection of business requirements, system use case model is established by using UML unified modeling language (UML). Furthermore, requirements analysis, development of the overall design scheme of the system, mainly related to the software architecture design, function modules design and database design, by design and draw a flow chart system, case diagrams, sequence diagrams model with a detailed description of the core function of the system, the system functions to achieve the foundation. Finally, we use the Java language, C/S system architecture, as well as the Eclipse3.2development tools and have implemented the system. We use SQL Server2008database for data storage and use Visio2010, Rational Rose2003for drawing tools to establish the corresponding data model diagram. The system has basically achieved staff basic information management, human resources information management, human resources, information query, human resources, information analysis, and system maintenance and so on main function.The successful development and application of this system provide reference significance of human resource management for the Xinjiang government departments, enterprises and management unit, which has good application value.
