After several years of explosive growth, the competition among the telecom operators entered the new situation. Compare to the ways that only depending on network scales, the competition became more complex. Due to market saturation has over100%, the service was similar among different Operators. At the same time, customer expectations continue to improve, the types of business increased rapidly, the scale of the network increases continuously. In the new situation, changes in technology bring new risk for the network operation and management. Technical complexity and the expansion of network scale will lead to the more difficult for the communication enterprise operating the network efficiently. In order to deal with the complicated competition situation, the operators tend to optimize the structure, get more from the existing network resource, improve the utilization ratio of the equipment, to get the better effect for the enterprise. Reducing network operating costs, improving customer demand and rapid response capabilities, operating the fluent business process and network support system, has gradually become the core competitiveness of telecom operators.Construction of integrated network resource management system is the effective means for solving the current problem. But in the construction process of the system, how to realize the network data resources modeling, how to ensure the system can be built for the actual work to form the effective support, how to solve the problem of the resource data maintenance and management, how to carry on the data safety control, and how to continually enhance the core competitiveness through the integrated resource management, is the communication enterprises must further study. As the manager of this project, the author participated the major work such as:the system planning, the specification defining, the process discussing. In thesis, the main work done is:On the basis of the previous studies, the thesis will systematically analysis of the present situation and problems for the mobile communications network resource management. With the example of the province of XX mobile communications network features, the thesis uses the IT support system technology of integrated resource management system construction and establishes the resource management system. At the same time, the thesis will introduce some application examples of the system.As a result of network resource management applications and data are very complicated, we have to follow-up project progress and continuously adjust and optimize the construction. I hope this thesis can provide reference for the telecom operators in the network source maintenance and management.
