In the new media era,great changes have taken place in our news and communication activities.On the one hand,people receive information faster and richer.On the other hand,the boundaries of disseminator and receiver are becoming increasingly blurred,there occurs contradictions and conflicts.In order to seize information resources,journalists in China are facing more and more challenges.China is facing ethical conflicts brought by new technologies,such as the "information cocoon" effect brought by algorithm recommendation technology,privacy infringement caused by the application of big data technology,and the ownership and responsibility issues caused by robotic writing.Our country is facing new challenges from the international situation,the infiltration of different ideologies,economic frictions,and the collision of international cooperation.The news ethics statute is a self-discipline norm formed by the media industry in engaging in news dissemination activities,which contains the public's heteronomy on the industry,and emphasizes the concept of "how should".If there is not a news ethics protocol principle to regulate the behavior of information publishers,there will be a risk of declining journalistic ethics.At present,every continent except Antarctica has formulated news ethics regulations of various countries to monitor and regulate the professional behavior of journalists.From the point of view of China's journalistic ethics regulations,in addition to local specific codes,the "consensus" embodied in the universal "Code of Professional Ethics of Chinese Journalists" is essentially a representative and formal consensus.This consensus shows more symbolism rather than the common significance,its practical effect is limited.On the other hand,the current research on ethical protocols by Chinese scholars focuses on the fields of technology,education,and commerce,the researches on journalistic ethical protocols is insufficient.Their researches are focus on the evaluation of current ethical protocols.In order to improve and construct a practical and effective journalistic ethics statute,we must base ourselves on practice and draw on the successful experience of history to avoid the formalization of ethical statutes.Therefore,from the perspective of research on the construction of journalistic ethics protocol,this dissertation attempts to analyze the formation process and effect of ethics protocol.Through the methods of literature research,in-depth interviews,natural observations,questionnaire surveys,using applied ethics as the main theoretical basis,this research explores the historical evolution of the construction of journalistic ethics in China and other representative countries,addresses the current contradictions facing journalists in China.This article combines theory with practice,trying to find the rules of ethical statute construction and lay the foundation for improving the effectiveness of ethical statutes for journalism.This process not only requires the media to reflect on their own social roles and responsibilities and emphasize self-discipline,but also to rely on the supervision by the government and the public to maintain journalistic ethics and emphasize heteronomy.Only in this way can we provide effective solutions for the ethical dilemmas and conflicts faced by journalists,better standardize news dissemination activities and improve the credibility and authority of the media.
