With the help of IT development and Internet popularity, computer has played an important role in information management. In many fields, the spread of computer application innovates the working methods, improves the management efficiency and controls the running cost successfully. As information construction goes further in prison system of our country, it can’t meet the need of the management in modern prisons to continue applying the traditional personnel management method. The development of a professional police force requires a professional management method. Personnel department has to find a new way in personnel training, inspiring and managing. Nowadays, we must bring up a scientific and efficient method to fulfill the new goals.Frankly speaking, the management of human resource is the management of personal information. With the help of computers, managers can achieve scientific aids for their decisions to cut down the running cost efficiently and making their decisions more scientifically and precisely. Designing the HR management system for the prison is an attempt for the information-based management. After several researches, the goals of this system are precise and deep analysis, safe and scientific design, easy and reasonable operation. These goals are going to keep the system professional, safety, practical and accessible.The essay includes:(1)introducing the source, background and research of the project;(2)introducing the technologies of the system, such as method base, expandability, system security, etc;(3)making requirement design and analysis, including function design, data base architecture, system architecture and security design;(4)system operation, including the personnel appointment, basic HR management and removal and approval process.The development of the system is based on C/S software architecture, thus making the system reasonable and expandable. This system has been applied in Anshan Prison and it has improved the working efficiency, meanwhile making the HR management information-based, scientific, and standardized.
