Operation and maintenance management system is a telecommunications operator back-end maintenance department needed support system, is one of the components of the network maintenance platform. Operation and maintenance management system can make the normative operation and maintenance regulations and process, improve the operation efficiency of employees. From an angle of operation and management system, it contributes to the maintenance work content from decentralization to intensive development, from simple to maintain to the whole business support services in transition.First of all, the thesis introduces the background and the present situation of the system. At present, Shenyang telecom network management system is gradually improving. Each specialized network has equipment alarm monitoring, index analysis, data configuration and other functions. However, each specialized network management system is relatively independent and lack of relevance, which is not conducive to the integrated monitoring and management of maintenance work in Shenyang. In order to promote the further scientific development of Shenyang telecom operation and maintenance, establish a highly efficient production and management system, Shenyang telecom operation management requires a set of system that covers all majors, interrelated, relatively normative as a support. This is how China telecom Shenyang Branch’s operation and maintenance management system came into being. It is based on the network management system, using.NET MVC frame structure, focusing on the achievement of the operation of portal, index system management, duty management, workflow management function module. The implementation of the operation and maintenance system also normalizes the fault management, the assistant maintenance and maintenance management, early-warning management and overall maintenance management, etc. In the following part of the thesis, it introduces the requirements analysis, design principle and the realization process of the system in detail. According to the requirements of Shenyang Telecom Corporation, it sets the process of task management, duty management, index management, etc. Meaning while, it sets the UML class diagram to ensure the function requirement of each module. According to the software design principle of the system, it achieves the combination of demand and system design through the object oriented method. It illustrates the detailed design of the system structure and function and realizes the system. In the task management of the system, the idea of workflow is adopted which provides a detailed design of data, business process and database for every business. Since the whole management system is very huge, the system implementation part mainly focuses on the introduction of the key technology used in the system code. Finally, based on the Theory of "Black Box" and "White Box", it designs a set of test examples which are suitable for the function of the system. After a period of tests and operation, it shows it the operation and maintenance management system runs steadily and meets the need of Shenyang telecom network management system, which will be beneficial for the improvement of the working efficiency and the service level and quality of the back-end maintenance.
