In February,2015, China’s ministry of industry formally issue the 4G license to the China Unicom. So far, both the two kind of 4G network, The TD-LTE and LTE FDD, have spread nationwide, which declare the coming of the high-speed network era. The mobile communication industry, which is the main subcontractors of mobile terminal, face with a rat-race in the market. As the main force in the mobile communication industry, China Unicom is continual adjusting business pattern as well as seeking breakthrough in technology to strengthen its own service response ability and improve the service level.This research designs for China Unicom Jinan branch, and implements a network operation and maintenance management system. China Unicom Jinan branch can run network comprehensive management and control the service execution environment by this system, which is important to ensure the normal maintenance work of entire network.This topic is based on B/S model and J2EE architecture, designing a software which is matching to the hardware faculties of China Unicom Jinan Branch. The system combines the Structs framework of MVC and related technologies. According to the process and data processing of each module, we use the none flow management design pattern to design the related data flow module and use the flow management design pattern to design the transaction processing module. At the same time, the system uses object-oriented technology, to achieve the high cohesion and low coupling design goal, so as to make the system with good expansibility and maintainability.This paper starts with the current situation of China Unicom Jinan Branch, and first of all is the analysis from the background. With the growth of the mobile Internet, the network operation maintenance management system of China Unicom Jinan Branch must be more perfect. China Unicom Jinan Branch should adopt the routing and standardization way, to promote efficient of the operations services. Every business in the network has the corresponding data collection, acquisition and related functions such as warning indicators and so on. However, due to the different implementary time of the information systems in various business departments, so the compatibility of individual business information system is weak. This phenomenon causes that the relationship between the various network management system of the departments in China Unicom Jinan Branch are unconsolidated. In order to make the management method more scientific and formal, China Unicom Jinan Branch needs a tight and standardized network maintenance platform.The system not only gives a China Unicom Jinan Branch’s operational strategy, but also standardize the operation maintenance processes such as the fault management, assist maintenance and agent maintenance management and index warning management. For China Unicom Jinan Branch, the most important thing is to realize a system which can meet the need in the aspect of network, that is to say the demand of j China Unicom Jinan Branch determines the design of the network operational system. The paper goes on to introduce each business of China Unicom Jinan Branch in the aspect of network in detail, and divides the system into 5 parts in terms of the business process:portal management module, index system management module, index management module, task process management module, scheduling management module and system management module, which aims in making the company realize the function of identifying vulnerabilities automatically, scheduling seamlessly and index managing precisely.Test results show that the operational management system operation state performance is stable and conforms to the Jinan allied operations management needs, help to improve the efficiency of maintenance work, improve the backend maintenance service level and service quality.
