With the deepening reform of cultural system in our country, provincial and municipal TV stations, including the reform of institutions turning to enterprise and the amalgamation of television and radio resources are undergoing tremendous change. During this period, enterprise’s communication of management, including enterprise fabric, performance appraisal, relations of employee between new and old, employee development, corporate culture, has been firmly occupy a pivotal position. Companies and institutions will be one of the more important in operations management communication as a pioneer of the whole enterprise healthy and vigorous growth in the first position, and that is why each big institutions and enterprise restructuring after facing the priority and key.LTV is a media alliance of L People’s Broadcasting Station, LTV and L Educational Television. It contains10TV channels of analog signal, in addition, LTV has18sets provincial digital video on demand programs,10sets of digital music programs and5sets of digital pay-TV which transmit to the whole country. Under the background of new cultural restructuring, LTV’s problems left over from radio and TV station due to the development, the attached after the transformation of enterprises, the organization structure, salary appraisal system, employee training etc. The low efficiency, lacking of performance appraisal, confused employees enthusiasm, the comprehensive sustainable development has caused a certain degree of adverse effects.Through management and communication theory, human performance appraisal theory and employee incentive related theory, the paper has deeply analyzed the existing prominent problems of LTV in the process of restructuring and reform, strengthening the organization and management structure, the effect of enhanced performance appraisal and development staff professional growth plan to determine ways to improve enterprise operational management and communication, with the serious shortage of the status, the problems in the media or the similar enterprises will make a demonstration of the solutions, providing the feasibility study of a certain reference significance.
